Do you need a custom LLM? Fine-tuning vs RAG vs a private ChatGPT
Short answer
Most UK small businesses do not need a custom LLM in 2026. If staff only need to ask questions of company files, a ChatGPT Business seat costs £15 a month and a Claude Team seat £18, both on annual billing as of November 2026. For a customer-facing assistant, retrieval (RAG) beats fine-tuning for adding facts, and Anthropic says a knowledge base under about 500 pages can go straight into the prompt. OpenAI no longer offers fine-tuning to new users.

What each option is and what it costs
A custom LLM means a model trained or retrained on your data. A private ChatGPT means a business workspace where staff upload files and ask questions. RAG sits between them: a system that searches your documents for each question and hands the matching passages to a standard model.
- Documents in the prompt. The system sends the whole document set with every question. Anthropic says this works for knowledge bases under 200,000 tokens, about 500 pages.
- RAG. The system finds the passages that match each question and sends only those to the model, so it can cite the passage it used.
- Fine-tuning. Extra training on example inputs and ideal outputs. It changes how a model answers more than what it knows.
| Option | What it is | Cost | Time to set up | Data needed | When it fits |
|---|---|---|---|---|---|
| Private workspace | Business ChatGPT or Claude with your files | £15 to £22.50 per seat per month | No build | Files staff already have | Internal questions, drafting, summaries |
| Documents in the prompt | Whole document set sent with each question | API tokens per question | Part of any build | Under about 500 pages | Small, stable knowledge bases |
| RAG | Search step plus a standard model | From £6,000 plus from £399 a month (Softomate) | 4 to 8 weeks for a custom chatbot (Softomate) | Any size, kept current | Customer answers, large or changing documents |
| Fine-tuning | Extra training on example pairs | $0.34 to $7.00 per 1M training tokens plus hosting | Time to write and check examples | A labelled set of inputs and ideal outputs | Fixed format, tone or a narrow task |
| Training from scratch | A new model | On-demand GPU clusters at $3.99 per GPU-hour | Long GPU runs | Very large text collections | Model companies |
Softomate's 4 to 8 weeks covers simple chatbots with under 50 documents (4 to 6 weeks) and standard ones with one CRM connection (6 to 8 weeks).
Why RAG beats fine-tuning for company knowledge
The research favours retrieval for teaching a model facts. Ovadia, Brief, Mishaeli and Elisha compared the two methods in "Fine-Tuning or Retrieval? Comparing Knowledge Injection in LLMs" (arXiv, revised January 2024). They found that unsupervised fine-tuning gave some improvement, but RAG "consistently outperforms it" for facts the model had seen in training and for entirely new facts.
Anthropic gives a simpler rule for small document sets. In its Contextual Retrieval write-up of 19 September 2024, it says a knowledge base under 200,000 tokens, about 500 pages, can go into the prompt whole. For larger sets, Anthropic's contextual retrieval method cut the top-20 retrieval failure rate by 49%, from 5.7% to 2.9%, and by 67% to 1.9% when combined with reranking.
OpenAI's own guide describes fine-tuning as a way to make a model "consistently format responses in a certain way or handle novel inputs". That is a format and behaviour tool. When a price list changes, RAG reads the new file on the next question, while a fine-tuned model needs another training run.
RAG does not stop wrong answers. Stanford RegLab and HAI tested legal research tools built on retrieval in 2024. Lexis+ AI and Ask Practical Law AI gave incorrect information more than 17% of the time, and Westlaw AI-Assisted Research more than 34%. A RAG system needs source links in every answer and a test set of real questions before it goes live.
What fine-tuning and custom training cost
Fine-tuning compute is cheap. The expensive parts are preparing the examples and hosting the tuned model.
OpenAI's fine-tuning wind-down
OpenAI's fine-tuning guide, checked 7 November 2026, says "OpenAI is winding down the fine-tuning platform" and that it "is no longer accessible to new users". Existing users can create training jobs "for the coming months", and fine-tuned models stay available until their base models are deprecated. An agency that pitches OpenAI fine-tuning to a new client in late 2026 cannot deliver it on OpenAI's platform.
Open-weight fine-tuning prices
Together AI lists LoRA supervised fine-tuning per 1 million training tokens as of November 2026:
| Model | Price per 1M training tokens | Minimum charge per job |
|---|---|---|
| Llama 3.1 8B | $0.34 | $4.00 |
| gpt-oss-20B | $0.40 | $4.00 |
| Qwen3.5 27B | $1.05 | $4.00 |
| Llama 3.3 70B | $2.03 | $4.00 |
| gpt-oss-120B | $2.50 | $6.00 |
| DeepSeek-V3.1 | $7.00 | $20.00 |
A worked example
Take 2,000 example pairs of 500 tokens each, which is 1 million tokens. A training run that reads the set three times uses 3 million tokens. That costs $1.02 on Llama 3.1 8B, so the $4 minimum applies, $6.09 on Llama 3.3 70B and $21 on DeepSeek-V3.1.
Hosting costs more. If the tuned model needs its own dedicated H100, Together AI charges $5.49 an hour. Running it all month (720 hours) costs $3,952.80, before anyone has written the 2,000 examples.
Training from scratch
Training a new model means renting GPU clusters for long runs, and Together AI lists on-demand H100 clusters at $3.99 per GPU-hour. A small business has no reason to do this, because RAG on a current model already answers from its documents.
The cheapest option: a private ChatGPT or Claude workspace
For internal questions, a business workspace costs less than any build. Ten staff on ChatGPT Business cost 10 × £15 × 12 = £1,800 a year on annual billing, or £2,160 on monthly billing. Ten staff on Claude Team cost 10 × £18 × 12 = £2,160 a year on annual billing, a price Anthropic's UK page says includes 20% VAT. OpenAI's UK page does not say whether its price includes VAT.
A RAG assistant from Softomate's price list costs at least £6,000 + (12 × £399) = £10,788 in year one, excluding VAT. That is six times the ChatGPT Business bill for ten staff. A build earns that cost when customers ask the questions, when answers must cite an approved source, or when the assistant has to act inside another system. Both workspaces also connect to Microsoft 365, and ChatGPT Business connects to Google Workspace and Slack.
Data protection and UK GDPR
Business plans and paid APIs from OpenAI and Anthropic do not train on your data by default. Consumer plans differ, and retention rules differ by provider.
- ChatGPT Business lists "No training on your business data by default". The same page shows that on the Free, Go, Plus and Pro plans, content is used to train models unless the user opts out.
- Claude Team lists "No model training on your content by default".
- OpenAI says API data is not used to train its models unless the customer opts in, and keeps abuse-monitoring logs for up to 30 days. Its UK endpoint stores data in the UK but does not process it there. Its Europe endpoint does both.
- Anthropic says API prompts and outputs are not retained by default. The exception is its Covered Models (Fable and Mythos), which require 30-day retention.
Under UK GDPR the business stays the controller of any personal data it puts into these tools. The ICO's guidance on AI and data protection, last updated 15 March 2023 and under review after the Data (Use and Access) Act, covers data protection impact assessments, lawfulness, transparency and statistical accuracy. Run an impact assessment before you load customer or staff records, and sign the provider's data processing terms.
RAG is easier to keep compliant than fine-tuning. A retrieval index is a store of documents you can edit or delete. A fine-tuned model holds what it learned in its weights, so removing one person's data means training again.
How Yarigai builds assistants that answer from company documents
Yarigai builds support agents that answer from a client's documents, plus document reading and filing, inside the client's own accounts. The client owns the code, the data and the accounts from day one, and there is nothing to sign up for. The client pays AI and hosting bills at cost, and the monthly running cost is on the quote.
A project starts with a free 30-minute scope call on Google Meet, and the client keeps the notes whether they hire Yarigai or not. A blueprint of about a week, credited to the build, sets out a written plan, a clickable prototype, the monthly running cost, a fixed price and the payback maths. The build takes 2 to 6 weeks, with a demo of working software every week. A person approves anything that sends money, emails a customer or deletes data.
Yarigai's guarantee reads "If the build isn't profitable for you, we won't build it." If a ChatGPT or Claude workspace does the job, the blueprint maths will show it, and Yarigai won't take a build that doesn't come out ahead within the first year. See AI customer support for the support agents and AI chatbot costs in the UK for build prices.
How to decide
Work down this list and stop at the first option that does the job.
- Staff only need answers from internal files. Buy ChatGPT Business or Claude Team seats for a month and test them on 20 real questions.
- The document set is under about 500 pages and rarely changes. Put it in the prompt of a simple build. No retrieval step is needed.
- Customers will ask the questions, or the set is large or changes weekly. Build RAG with source links in every answer and a test set before launch.
- Answers are right but come back in the wrong shape, such as a fixed report layout. Try better instructions and examples in the prompt first, then fine-tune an open-weight model.
- Someone proposes training a model from scratch. Ask what a current model plus RAG fails to do. For a small business the answer is almost always nothing.
For systems that act rather than answer, see AI agent or automation.
Common questions
How much does it cost to train a custom LLM for a small business?
Fine-tuning an open-weight model costs a few dollars to a few tens of dollars in compute. Together AI charges $0.34 to $7.00 per million training tokens, with minimums of $4 to $20 a job. Hosting the result and preparing the training examples cost far more.
Is RAG better than fine-tuning for company documents?
Yes, for facts. An arXiv study by Ovadia and colleagues, revised in January 2024, found RAG consistently outperformed fine-tuning for both known and new knowledge. RAG also reads a changed document on the next question, and a fine-tuned model needs a new training run.
Does ChatGPT Business train on our company files?
No, not by default. OpenAI's pricing page lists "No training on your business data by default" for ChatGPT Business. The Free, Go, Plus and Pro plans do use content for training unless the user opts out, so staff should not put company files into personal accounts.
Can I fine-tune GPT models on OpenAI in 2026?
Only if you already used OpenAI's fine-tuning platform. OpenAI's guide says the platform is winding down and is no longer accessible to new users. Existing fine-tuned models keep working until their base models are deprecated.
Can I run an LLM on my own hardware for sensitive documents?
Yes. Open-weight models such as Llama, Qwen and gpt-oss run on your own servers or a rented GPU. Together AI rents a dedicated H100 at $5.49 an hour, which is $3,952.80 for a full month. A paid API under a data processing agreement costs far less at small-business volumes.
Will a RAG assistant make things up?
Sometimes. Stanford researchers found retrieval-based legal tools gave incorrect information more than 17% of the time in 2024 tests. Require a source link in every answer, test the assistant on real questions before launch, and route anything it cannot answer to a person.
